③ The islands — two wiring plans, reconciled
Why two numbers. The audit used to see a single plan (modules linked by the same topic name) and counted
131 “islands” (modules linked to nothing). But the body is ALSO wired by the RUN (the clock of phenix_run +
the dispatchers). Reading that too, 14 turn out to be alive through the heartbeat — not islands.
That leaves 117 true islands (89%): they need to be designed (what feeds them, what they feed), not renamed.

⚠️ WIRED ≠ ALIVE. This page checks whether the doors are plugged in, not whether the signal
changes. Measured example: vascular_system is powered at every heartbeat but returns a
constantmap_mmhg (computed from fixed values) — powered but inert. A 3rd category,
not yet measured automatically, still open for a decision.
